Loughner in Court in 2008

Doing a search on the Arizona Supreme Court site shows that Jared Loughner (of the same age) was a defendant in the Marana Municipal Court in a case titled : "ST OF AZ VS LOUGHNER JARED LE" . The record is difficult to decipher as it only includes abbreviated entries. The complaint was dismissed by the city attorney it seems. The court, however, ordered a cash bond in the case.

Any readers with a legal background please comment on what they mean.

Here is the screenshot

Update:He was arrested, posted bond, and when the case was heard the judge dismissed it with prejudice meaning it couldn't be refiled or appealed. (Hat tip to Rick DeBay)

He was given a chance to go through a diversion program rather than have a criminal record. Once all program fees and any restitution is paid the case is released. He went through diversion twice from what I have been reading. Graffiti and drugs from what I have read.
